I think we just were we not followed the steps correctly, but in any case, here is the solution: The funny part is that the solution to this problem is exactly the same as it was for XP or Vista. It is true of all the desktop icons that I do for Web pages as well as for all the shortcuts located in the taskbar. I use the right-click of the links opening in a new window all the time and now they are all open. Now all Windows IE to open come expanded no matter what I use to open them. This should do it for you as long as long as you follow the steps correctly.
